dielectric constant (new: permittivity)
“Dielectric constant” is an old but still-used term for permittivity (measure of resistance presented by materials to electric fields).
It is used to express the properties of dielectric media, showing how much greater the capacitance of a condenser would be if the respective insulating material were used as a dielectric medium instead of air.
